journal with systemd-logind lidswitch settings set to ignore

SUMMARY
I'm running fedora 38 kde spin (5.27.10-1.fc38.x86_64). My laptop has an external hdmi monitor mirroring laptop panel, and is configured NOT to sleep when the lid is closed and a external monitor is connected. That works. The other day I also configured it to turn of the display after 15 minutes. This works, but then the system suspends, apparently having forgotten that the external monitor is connected. This is all with AC power, set to never sleep automatically.

STEPS TO REPRODUCE
1. connect external monitor
2. configure to not sleep when lid closed with monitor connected
3. close lid
4. configure to turn of screen after 1 minute and apply changes
5. wait one minute

OBSERVED RESULT
screen is turned off, then laptop sleeps

EXPECTED RESULT
screen is turned off, but laptop does not sleep
