STEPS TO REPRODUCE
1. Drag an icon from the icon only task manager onto the desktop
2. Choose: Widgets -> Add Icon
3. Enter Edit Mode
4. Drag the Widget onto the panel

OBSERVED RESULT
There's a selection region visible on the desktop, which does not vanish. Please see the screenshot.

I can also not reproduce it always, it seems to happen randomly but most times at the first try. Only a re-login or pulling another icon back on the panel resolves it for me. Please see the recording.

Also cannot reproduce on bare metal. Possibly a VM graphics driver bug? Can you test on bare metal too?

Looks like this issue had stemmed from having accidentally chosen a wrong graphics controller in virtualbox.
