STEPS TO REPRODUCE
1.  Shutdown Computer
2.  Power on Computer

OBSERVED RESULT
Both Latte Dock and Latte Panel are not visible although they show a running process in system monitor.

EXPECTED RESULT
Latte Dock and Latte Panel should be shown with startup

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Kubuntu 22.04
KDE Plasma Version: 5.24.7
KDE Frameworks Version: 5.92.0
Qt Version: 5.15.3

ADDITIONAL INFORMATION
Sadly this bug only appears sometimes so it doesn't really have any consistent reproductability. I "fixed" the situation by killing the process and then  restarting latte-dock
