CPU plot shows some noise

SUMMARY
The CPU history plot has some constant "noise" in latest RC


STEPS TO REPRODUCE
1. Open System Monitor
2. Go to History plots
3. Let CPU plot run for a while

OBSERVED RESULT
See attached screenshot

EXPECTED RESULT
CPU plot should be "clean" as the Memory and Network ones
