SUMMARY
These options do not merely underline the links when hovered over. They also enable Ctrl+clicking on the links to open them in an appropriate applications. The settings can be found under Settings -> Configure Konsole... -> Profiles -> Edit... -> Mouse -> Miscellaneous. This was discussed briefly on Invent https://invent.kde.org/sdk/kdesrc-build/-/issues/144#note_867753
