STEPS TO REPRODUCE
1. Use two monitors
2. Open settings -- display configuration

OBSERVED RESULT
No "Identify" button

EXPECTED RESULT
See "Identify" button

Latest neon unstable; this seems like a regression within the recent two weeks

Port the remaining kcm.outputModel.rowCount() > 1 to
kcm.multipleScreensAvailable left out in
