STEPS TO REPRODUCE
1. Create a layer and paint something
2. Enter the transform tool (Ctrl+T by default)
3. Try to resize from the corner of the bounding box with a drawing tablet

OBSERVED RESULT
With a mouse, at certain spots, the resize is available. But with a drawing tablet, it's only possible to rotate or skew, depending on where your cursor is (no scaling)

EXPECTED RESULT
You should be able to resize using a tablet the same as using a mouse
