SUMMARY
If you add a new clipboard action and press cancel the whole settings menu starts glitching and won't redraw its contents. 
This happens on both kde plasma 6 and 5.27 Wayland. x11 was not tested. 

side note: this report was tested on plasmashell 6.0.80 but for some reason the latest i can select in the dropdown is 5.93.0
  
STEPS TO REPRODUCE
1. Right click on clipboard and click clipboard settings
2. go to Actions Configuration and click Add action
3. click cancel
4. click on any other menu section

OBSERVED RESULT
Views stop drawing themselves. Some elements appear right away and some need to be moused over. 

EXPECTED RESULT
Views works correctly

Still present in plasma 6.1.5. 

plasmashell even restarted at the end(wayland)

Thanks for reporting this bug. The video shows the same behavior as in bug 494169. This has been fixed in Plasma 6.3 and should work properly on your system when it's updated to that version. If you can still reproduce this on 6.3, please feel free to change this report to "REOPENED".
