I set a keyboard shortcut to "turn off display" which I use frequently. 

When pressing it, the display does not turn off completely, but instead it is covered by a transparent dark layer and thats it.

I can move my mouse still, but the nothing happens. The display does not turn off

I just assume this is a kwin bug, but may be wrong.

strange, I now cant reproduce this. It just happened directly after applying the keyboard shortcut and then pressing the button

I also cant reproduce that scenario. It may be a kernel issue, bug is reported on RH bugzilla

I can't reproduce this either. If nobody can anymore, then unfortunately it's not actionable. In general bug reports need to be detailed and reproducible in order for there to be any chance of having them fixed.
