STEPS TO REPRODUCE
1. Download the mentioned video file
2. Try to play it on Dragon Player

OBSERVED RESULT
Video stream turns white

EXPECTED RESULT
Video stream remains normal

Depiction of the problem and how installing VLC remediates it.

This video demonstrates the issue on multiple WEBM video files, one from https://bugs.kde.org/show_bug.cgi?id=480569#c0, the other created by Spectacle. Afterward, it demonstrates that installing VLC remediates the problem.
