When I change the variable LANG from "zh_CN" to "zh_CN.UTF-8" And it wll be completely translated

Language Not Completely changed cause by the LANG variable in the file ~/.config/plasma-localerc


STEPS TO REPRODUCE
1. Change the language in kde SYSTEM SETTING into Simple Chinese 
2. restart


OBSERVED RESULT
Not completely translate

EXPECTED RESULT
All text should be translated

SOFTWARE/OS VERSIONS
KDE Plasma Version: 5.27.10
KDE Frameworks Version: 5.113.0
Qt Version: 5.15.12

ADDITIONAL INFORMATION
When I change the variable LANG from "zh_CN" to "zh_CN.UTF-8"
And it wll be completely translated
