STEPS TO REPRODUCE
1. Set project framerate to 60fps
2. Import png image sequence at 1 frame per frame (intended for 24fps)
3. Drag image sequence onto timeline
4. right click image sequence to change speed

OBSERVED RESULT
changing speed to 40% causes end of image sequence to be unplayable
changing speed to 40.01% causes image sequence to play too quickly, and final frames are a repeat of the first

EXPECTED RESULT
Image sequence should be able to have its speed changed to any value and allow the entire image sequence to play at desired speed.
