SUMMARY

Blurry/unrendered context menu with vertical monitor arrangement and scaling.

STEPS TO REPRODUCE
1.  Second monitor on top with scaling less or equal to 100%
2.  Primary monitor on the bottom with scaling more than 100%
3.  press the right mouse button on the bottom screen

OBSERVED RESULT
Blurry context menu (when hovering over it, every button in context menu is transparent except the buttons that you already hovered over)

EXPECTED RESULT
Normal context menu

ADDITIONAL INFORMATION
Context menus from the panels also blurry. 
If you click on the context menu it renders normally. 
If you set top screen scaling to more than 100% everything working properly. 
If you set bottom screen scaling less or equal to 100% everything working properly.
