STEPS TO REPRODUCE
1. Open System Settings
2. Navigate to Window Management>Window Behavior
3. Change a setting
4. click apply
5. click apply again

OBSERVED RESULT
Must proceed to step 5 (click apply twice) to implement changes to settings

EXPECTED RESULT
Should only have to proceed to step 4 (click apply one time) to implement changes to settings
