STEPS TO REPRODUCE
1. Open System settings
2. navigate to Window Management>Window Behavior>Titlebar Actions
3. Set "Mouse wheel:" to "Shade/unshade" and apply
4. attempt to Shade/unshade a window with the mouse wheel

OBSERVED RESULT
Nothing happens

EXPECTED RESULT
Window should shade/unshade
