Pages are scrolled down so that the top of the page is not at all visible.


STEPS TO REPRODUCE
1. Open system settings. 
2. Pages that have this issue: General Behavior, Screen Locking, Drawing tablet, Accessibility.

OBSERVED RESULT
Tops of pages are not visible, sometimes blocking crucial information and/or information banners.

EXPECTED RESULT
Pages are fully visible
