STEPS TO REPRODUCE
1. Choose a build.log file which is constantly written to and open it with Kate
2. The "Document Modified on Disk" dialog appears constantly and prevents to enable View -> "Auto Reload Document"

Secondary observation:

After "Auto Reload Document" could finally be enabled with a quick hand, the "Document Modified on Disk"  dialog still keeps popping up and disappearing each time the document is automatically reloaded.

Didn't try that with any later version than 21.12.3.

Per default an inline note should come up in current versions.
