This could be remedied by allowing the timeline be duplicated. On one timeline I'd have the view zoomed out to seek and on the other I'd have it zoomed in to set the cut point. Since both of the timelines would follow the cursor while the video is playing, it would allow me to easily seek for the zoomed in timeline.
