The contradictory popup box in question

An infobox pops up informing the user that changes require logging out and back in again (which is true), however the button next to it restarts the computer instead.

STEPS TO REPRODUCE
1. Open "Region & Language"
2. Click "Modify" on row "Language"
3. Click "Change Language"
4. Change it to something else
5. Hit "Apply" on bottom right

OBSERVED RESULT
A prompt that confusingly implies to log off and log back in and a button that restarts, two different actions

EXPECTED RESULT
Either a button to log off or (if this is intended behavior to avoid any potential bugs/issues) the infobox tells the user to restart

Right. There are multiple ways to log out and log in, one of them being to simply restart the computer. This is simpler for someone unused to the concept of logging ot and logging back in again. Someone who does understand that concept can do the manual logout-login dance if they wish to avoid a reboot.
