That's the screen edge highlight effect; it means that screen edge it considered "active" in some way, in that something will happen when your cursor touches it. The "Windows Can Cover" visibility mode is the cause.

The "Windows Can Cover" visibility mode is the cause. This seems a little weird. An interesting flash occurs when trying launch application from the panel. This is only acceptable when panel is in the background or full-screen applications are active. Having this on empty desktop is distracting. We may provide an option to turn off. or we can improve the behavior.
You can turn it off: disable the "Screen Edge" effect in the Desktop Effects page in System Settings.
