SUMMARY
When opening konsole quick commands and ssh plugin views are loaded but, even if I closed them, they will show again on next launch and there is no visible way to configure to keep them hidden

SOFTWARE/OS VERSIONS
Linux/KDE Plasma:  Arch with KDE beta2
(available in About System)
KDE Plasma Version: 5.91.0
KDE Frameworks Version: 5.247 
Qt Version: 6.7.0beta1-1

I also see this. Did not see it in beta 1.

Me as well. I wasn't able to find a setting to disable it either.

Not only should one be able to disable these, I'd say they absolutely shouldn't be enabled by default.

I don't know if it's related but restarting kwin with `kwin_wayland --replace` reopens konsole's plugin views, and opens all panels for dolphin.

Oh you're right, I didn't even realize it was every panel, I only noticed the terminal. https://bugs.kde.org/show_bug.cgi?id=478866

Regenerating konsolerc didn't work for this one.
And yes agree, not good to show these by default, but something tells me they didn't / don't intend for these plugins to be opened by default =)

Possibly the issue is  Qt Version: 6.7.0beta1-1 ?

I cannot reproduce with my system: 
Operating System: Arch Linux 
KDE Plasma Version: 5.91.90
KDE Frameworks Version: 5.248.0
Qt Version: 6.6.1
Kernel Version: 6.6.7-arch1-1 (64-bit)
Graphics Platform: offscreen
Processors: 12 × AMD Ryzen 5 2600X Six-Core Processor
Memory: 15.6 GiB of RAM
Graphics Processor: AMD Radeon RX 580 Series

Really? I'm on Arch too, but the Plasma Beta 2 packages in the repos require Qt 6.7. Without it I can't even log in.
(Also I assume you meant Plasma 5.91.0 and Frameworks 5.247.0)

As a side note, this is also being discussed on the forums. It seems like it would probably have been better if the packages were built for Qt 6.6 instead of jumping right onto 6.7 Beta.

Sorry I should have clarified: I use stable Arch Linux and compile KDE from source.
That's why I still have Qt Version: 6.6.1 and it says KDE Plasma Version: 5.91.90 instead of Plasma 5.91.0
