The window doesn't gain focus

SUMMARY
In the settings app in Window Behaviour, under the Window Action tab there are options to move or resize a window with a modifier key plus left click, or right click.

However, the window being moved or resized isn't made the focused window, which seems strange.

STEPS TO REPRODUCE
1. Open two windows
2. Click on one window so it gains focus
3. Move the other window with Alt + Left click or Meta + Left click (or whatever binding is defined in the Window Actions tab) to move the window

OBSERVED RESULT
The window being moved is focused

EXPECTED RESULT
The focused window doesn't change
