SUMMARY
Panels cannot be moved freely - to use window screen estate in most productive way. 

STEPS TO REPRODUCE
1. Open an information panel (to the right of a file list panel).
2. Open a terminal window - along the bottom of the Dolphin window
3. Unlock panels in order to move them
4. Try to move the info panel so that it shares horizontal space with the terminal (i.e. split width of Dolphin window in two)
5. This is not possible (in 23.08.1)

OBSERVED RESULT
Panel cannot be moved according to best use of window area.

EXPECTED RESULT
A larger info panel - with space to view a text file (or an image) with some more scale. 
Also, the terminal window doesn't have to be so wide that it (horizontally) covers 100% of the app window.

ADDITIONAL INFORMATION
Since it is an everyday application it is important that one can get comfortable with it - including using window estate in a way one finds best. 
I browse and view files quite a bit - and not having to open a file in an external app (and closing it manually) is a big advantage. 
However, the info window tends to become a miniature - or if I position freely - it covers whole horizontal space - i.e. a very wide and not very high panel.

Confirmed. I'll paste what I said before for general context on how one could proceed here.

I have long said that the way Dolphin allows managing panels is not ideal. I have given a concept of how this could be improved back in 2019 (https://phabricator.kde.org/T11579#199870). This is about unifying various applications on one feature-rich component that allows moving panels easily. Since then the panel chooser from Kate/KWrite has made the most progress. It already allows having panels side-by-side the same way that you wish for.

So in a way what you want is something that has been talked about for many years now but it would take someone with some time and some expertise to evolve the panel chooser of Kate/KWrite to a general component that every application can use. If that panel chooser would then allow to collapse/hide the chooser itself like it was suggested in https://phabricator.kde.org/T11579#216223, we wouldn't even have to change Dolphin's default look to gain the feature that you are requesting.
