SUMMARY
***
Using a specific monitor display configuration in screen shot attachment, the taskbar does not auto hide. I have a Steam Deck built-in monitor set up below my Dell monitor, and I configure auto hide for the task manager. The taskbar does not auto hide but rather flickers on the Dell monitor instead. 
- When I change the Primary display to the Steam Deck built-in screen, with the same monitor position set up, the task bar shows up on Steam Deck screen, and functions normally. 
- Moving the built-in display to different location that is not below the Dell monitor causes the task bar to function normally. 
- Problem only occurs with this particular set up, shown in the screen shot attachment.

EXPECTED RESULT
Icon-only Task Manager auto hides regardless of whichever monitor is set to Primary, similar to Windows.

Which screen edge of which screen is your Panel attached to? I'm guessing it's one of the edges between the two screens, right?

You are correct. The panel is attached to the bottom screen edge of Dell monitor, whilst the Steam Deck monitor is right below it. Sandwiched between 2 monitors, if you will.

I had a feeling. It's a commonly encountered limitation.
