STEPS TO REPRODUCE
1. start Wayland application with an already maximized window
2. drag the window decoration down to minimize it

OBSERVED RESULT
The window acts in non-deterministic ways, for some applications it doesn't resize at all (telegram-desktop), for some it does but the cursor is located at the wrong offset of the window.

EXPECTED RESULT
The window should minimize as the user expects.
