SUMMARY
Digital clock doesn't follow the system wide time format.

The same issue was marked as fixed in 5.27.4 but for me it happens in 5.27.8 https://bugs.kde.org/show_bug.cgi?id=395048

(My goal was to set it to 24 hours with a leading 0 -- ie: 09:45 instead of 9:45 or 9:45 AM)

STEPS TO REPRODUCE
1. Set a time format on settings to something other than en_US (easiest way to see the bug is a 24 hour locale)
2. Add a digital clock 
3. Set the digital clock to Use Region Defaults
4. Restart Plasmashell in case the locale needs to be loaded

OBSERVED RESULT
 It ignores the locale completely, it ignores leading 0s and even 12/24 hours settings

EXPECTED RESULT
It should format the time the same as it's displayed in System Settings > Region & Language > Time

As far as I know, user has to log out and log back in to get the locale reloaded. Restarting plasmashell is not enough.

Can you confirm if this is the problem? Or does the issue persist even if logging out and logging back in?
