I just think it would be nice if we could sort apps by popularity/number of downloads. The closest thing we have is by highest rating, and that accomplish the same thing at all.

It's a good idea, but unfortunately the data sources that Discover pulls apps from do not make information about apps' popularity or number of download available to Discover As you said, the closest thing we have is "highest rating", and that's what the data sources provide to us.
