The adaptive sync option "Always" is broken on the desktop. The refresh rate drops to 60hz as seen in the OSD, unless a window is being dragged.

STEPS TO REPRODUCE
1. Open the display configuration page in settings.
2. Set the refresh rate to above 60hz.
4. Set Adaptive Sync to "Always".
3. Move the mouse around, and observe the refresh rate.
4. Drag a window around, observe the refresh rate.

OBSERVED RESULT
Refresh rate drops to 60hz shortly after applying the setting, unless window is being dragged.

EXPECTED RESULT
Refresh rate stays consistent at the value that was chosen, rather than dropping.
