STEPS TO REPRODUCE
1. open Desktop Effects KCM
2. check or uncheck Background Contrast and Blur effects
3. 

OBSERVED RESULT
Checkboxes of Background Contrast and Blur effects in orange regardless they are checked or not

EXPECTED RESULT
Checkboxes of Background Contrast and Blur effects in orange only when they are in non-default state

Cannot reproduce; please attach a screenshot. Also, click on the Defaults button and see if anything changes.

What you're seeing is the intended state, then. The default state of those checkboxes is in the "half-checked" state, which is reflected in the screenshots.

Now, this half-checked state shouldn't exist at all IMO and is super confusing, but that's a separate bug. See Bug 438763.
