STEPS TO REPRODUCE
1. Start a fresh Plasma session (can be X11 or Wayland)
2. Open the application launcher with the Meta key
3. Close the application launcher using Esc or by clicking outside of the launcher
4. Open the launcher again using the Meta key

OBSERVED RESULT
When the launcher is opened the second time, the panel flashes in blue as seen in this video:

EXPECTED RESULT
The panel doesn't flash; the only thing that happens is the application launcher opening

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: EndeavourOS
(available in About System)
KDE Plasma Version: 5.27.9
KDE Frameworks Version: 5.112.0
Qt Version: 5.15.11

ADDITIONAL INFORMATION
This bug also happens on a fresh install. It has also been observed on Fedora 39 and Kubuntu 22.04.
My GPU is Radeon RX 6600 and I use the AMDGPU kernel module. The Fedora user who mentioned the issue in the Reddit post mentioned above uses the same GPU. The bug seems to only happen if the application launcher has been closed - using some other method than pressing the Meta key - an odd number of times.

A lot of things in KWin have changed for Plasma 6, so it would be useful to know if the issue is already resolved there. Any chance you'd be able to try out the Plasma 6 beta and see? We just released the second beta release today, in fact.

Just tested the beta and the issue seems to be fixed now
