SUMMARY

"Manage Desktop and Panels" should not be shown if only one screen and one panel is active, but it remains visible after deleting a second panel.


STEPS TO REPRODUCE
1. Add a panel (so that there's at least two)
2. Enter "Manage Desktop and Panels"
3. Remove one panel

OBSERVED RESULT
"MDaP" is still available, even though there's only one screen and one panel available right now.

EXPECTED RESULT
"MDaP" should not be accessible in Edit Mode.

The problem is resolved after a reboot.

You can have inactive desktops and panels even if you only have one visible desktop with only one visible panel on it.

We could check for this condition, but then the feature would be appearing and disappearing contextually, and I think that would be more confusing than useful.
