STEPS TO REPRODUCE
1. Just opened setting up the "desktop folder" widget


OBSERVED RESULT
folders and preview images do not fit, you need to enlarge them so that everything fits

EXPECTED RESULT
So that everything fits in the window initially

It's impossible for everything to fit initially as there is a lot of content here. That's why it's a scrollable window. Your workaround of resizing the window is the recommended solution.
