The panel sometimes doesn't update when doing something with the Icons-Only Task Manager applet, switching to FancyTasks (https://store.kde.org/p/1928026) fixes the issue and the panel no longer freezes, I don't know if freezing happens with Task Manager as well.

STEPS TO REPRODUCE
I didn't find a way to make it reproducible but doing stuff with with the Icons-Only Task Manager sometime bring this issue up.

OBSERVED RESULT
Panel doesn't update, but when you click on a icon it will still do what it need to done, so if you click on an app it will open the app if you click the icon to minimize the window it will minimize the window.

EXPECTED RESULT
Panel should update

Do you have an NVIDIA or AMD GPU? Sounds like it could be Bug 469016.

By the looks of it yes it's a duplicate, and I use nvidia.
