STEPS TO REPRODUCE
1. Try to enable - disable it , to see the difference

What's going on here is not that the app is actually taking longer to launch, but rather that that app isn't communicating that it did launch, so the feedback effect only stops after the default 5 second timeout rather than instantly. This is an app-specific problem; please submit a separate bug report for each affected app. Thanks a lot!

Nate Graham, i have the same experience with every app almost, It would be easier to report applications in which this works correctly

I'm afraid it doesn't matter, it's an app issue. There's nothing we can do to work around it in Plasma code, and KDE apps all work correctly already. You are seeing that, right? Or are KDE apps broken too? If so, then there is some bug going on, and it's not what I originally thought it was.
