I experience a similar issue. Multi monitor setup. *One* display only (4k, the other low-dpi) updates the UI with maybe 30 fps. This is very prominent when e.g. moving windows or scrolling views. I tried to record the behavior with OBS but after selecting the display in the pipewire-portal the fps goes back to "normal" (what feels like 60 fps). Notable also on an Intel Arc GPU like OP.
