STEPS TO REPRODUCE
1. If bluetooth is enabled, disable it. 
2. Now try to re-enable bluetooth


OBSERVED RESULT
Bluetooth can't be re-enabled.

EXPECTED RESULT
Bluetooth should be re-enabled

Thanks for the bug report! Unfortunately I'm having a hard time figuring out what bug is being reported here. I'd recommend posting a question at https://discuss.kde.org/c/help/6, and hopefully the people there can help you determine what the problem is and whether it's caused by a bug in any KDE software. If that's determined to be the cause, please don't hesitate to come back here, re-open this bug report, and describe what the problem was determined to be.

I fixed this by installing realtek-firmware package.

The problem was missing firmware.  I installed package firmware-realtek 
and now bluetooth works.
