STEPS TO REPRODUCE
1.  add a custom preset.
2.  changed preset values:
      ------ Video -------
      Frame rate : 60/1
      Container : matroska
      Codec : libx264
      ------- Audio -------
     Channels : 2 (stereo)
     Sample Rate : 43200
    Codec: libvorbis
3. Save the preset to Lossless/HQ category and click Render to File.

OBSERVED RESULT
Renders approximately half of video

EXPECTED RESULT
Renders full video

What do you mean? Does the render stop due to a crash? Does the render finish successfully but not the entire project timeline was rendered/exported?

It finishes successfully but not the entire project timeline was rendered/exported.

Ok, did you by accident or on purpose define a timeline zone and selected "Selected Zone" in the Render dialog window?
