STEPS TO REPRODUCE
1. create a new user account in Users KCM
2. logout
3. login with the new user account
4. open Audio KCM: "Notification sounds" slider is missing
5. close System Settings
6. open Dolphin
7. select any file/folder and press shift+del
8. cancel the deletion dialog
9. reopen Audio KCM: now "Notification sounds" slider is present

OBSERVED RESULT
"Notification sounds" slider is missing from a new user account

EXPECTED RESULT
"Notification sounds" slider is present in Audio KCM immediately after login with a new user account
