I can't input < and > inside Kate. , and . work very well. < and > work outside Kate.

STEPS TO REPRODUCE
1. Shift+,
2. Shift+.
3. 

OBSERVED RESULT
Nothing gets printed on the screen.

EXPECTED RESULT
1. Shift + , should result in <
2. Shift + . should result in >

This must be a config issue on your side. Kate has no control over what text appears on hitting a certain key on the keyboard
