Using recent Kubuntu 22 with latest packages.

STEPS TO REPRODUCE
1. Change the formats in "Regional Settings -> Formats", for example "Time"
2. Note the corresponding value in the `/etc/default/locale` hasn't been changed, only the value in `/home/nickolay/.config/plasma-localerc`
3. Meanwhile, it seems during the login, the default SDDM theme Breeze, is using the value from `/etc/default/locale`, not the value from `/home/nickolay/.config/plasma-localerc`

Because the setting is user specific, not system-wide. Apply to system-wide feature has been requested, but we haven't implemented it due to technical limitations.
