STEPS TO REPRODUCE
1. open Display Configuration KCM
2. apply display scale 125%
3. open Spectacle and hover over the buttons used to choose the capture mode

OBSERVED RESULT
the label of the buttons has a visual glitch on mouseover. Please watch the attached screen recording.

EXPECTED RESULT
no visual glitch

Unfortunately font rendering in general is buggy when fractional display scale is used. The problems are noticeable in Kinfocenter and Fonts KCM even with default font settings.
