STEPS TO REPRODUCE
1. Install the plasma-desktop on PC
2. Install kde connect
3. Connect both devices on the same network
4. Launch the app

OBSERVED RESULT
List of available devices is inexplicably empty, both on PC and phone.

EXPECTED RESULT
Ability to pair both devices.

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Mint 21.2
(available in About System)
KDE Plasma Version: 5.24.7
KDE Frameworks Version: don't know
Qt Version: 5.15.3

Thank you for the bug report. Unfortunately we were not able to get to it yet. Can we ask you to please check if this is still an issue with either Plasma 5.27 (the current LTS version) or Plasma 6.0.4 (the latest released version), and the latest version of KDE Connect available for your phone?
