STEPS TO REPRODUCE
1. open Discover-kde and press update button, select system-update<install> ...see logfile history
2. Install completes for some 700+updates except these 2-libraries.
3. sudo pkcon refresh (cr) # hundreds of updates appear for jammy-ubuntu22.04-multiuniverse & inRelease
4. aborted pkcon - #possible discover out of sync with ubuntu22.04 -libraries?

OBSERVED RESULT
1. reopen discover and notice 2-libraies with names (libxmibz2 and libcpptream.016.2) both failed
2. open /var/log/history.log and found 2-package failures.
3. reboot system int kernel 6.2.0-35 generic, #no boot errors
4. reboot system into old kernel 5.19.0-50-generic #ATP no log errors.

EXPECTED RESULT

Discover 2nd pass work-around fixes missing libraries.

Work around: Rerun Discover-update and apt-get update. Missing library files were installed on second pass. Fail-over was undetermined. Possible a TCP connection fault, however off-line updates failed to install and are still in log file. Some very odd
grub-update maneuvers happening here. System reverts to old kernel 5.19 and wont run 6.2 unknown cause.

I wonder if this bug is filed for the wrong component? libksane is a image and document scanning library....

User picked up changes by using a different VPN. I think this was a connection problem rather than a bug. I've noticed it on other packages that break during download process. Sorry if your time was wasted. A second wget pass fixed any missing parameters.
