STEPS TO REPRODUCE
1.open system settings and navigate to input devices 
2. navigate to touchpad
3. check "click left and right buttons for middle click" under general options

OBSERVED RESULT
option is unchecked by default even though the option is on by default on fresh install but only turns off if option is checked on.

EXPECTED RESULT
should be checked if on and unchecked if off

This is fixed in Plasma 6, where a variety of subtle bugs in option state handling for the Touchpad KCM were fixed recently.
