The lack of entries there is a bug (I'm not tracking ocean-sound-theme in the dependency generator), but it's not the reason it isn't built.

the actual reason is that the meatdata says "projectpath: playground/base/ocean-sound-theme", not "kde/workspace/ocean-sound-theme"

Correct project path for ocean-sound-theme

It's not in Playground anymore; it passed KDEReview and is now a part of
Plasma.

Also added the Bugzilla product and component today. Fixed now.
