SUMMARY

I have noticed that resizing is not possible once the cursor hits the top edge of the panel located on the top and then is moved over the panel.

STEPS TO REPRODUCE
1. Panel on top
2. Resize an application
3. Move the cursor to the top edge of the panel
4. Move it anywhere on the panel

Please see the screen recording.

OBSERVED RESULT
The resizing stops.

EXPECTED RESULT
Resizing always works.
