STEPS TO REPRODUCE
1. Try to use any Alt Gr shortcuts 
2. Try to alter any shortcut to the Alt Gr key instead of Ctrl+Alt
3. Test the key in online key board testers

OBSERVED RESULT
ALt Gr is not read by the software, but works fine on the tester, meaning it's a bug in Krita
