This is my original intention for https://bugs.kde.org/show_bug.cgi?id=475685

Several parts of the KDE ecosystem have the concept of color themes: Kate's syntax highlighting, application colors, etc. And yet, when trying to pick a color with the color Dialog, the colors of those themes (their palettes) are not easily available. 

As discussed on the above bug, this would include sub-classing Qt's Color Dialog and modifying apps with calls to the new class.
