Does it ever succeed? If it did, how long did it take? If not, how long did you let it wait for before giving up and reporting this bug?
First, I waited around 20 minutes before giving up. After a reboot, I tried again and gave up after 5 minutes and updated with dnf, which took much less times.

That would make sense. Let's re-evaluate in Plasma 6 which includes your other changes too. FWIW I don't get super long load times anymore in Plasma 6.
