STEPS TO REPRODUCE
1. Plug in a disk
2. In the Disks & Devices popup, mount it
3. From the Disks & Devices popup, unmount it
4. Unplug it
5. Plug it in again


OBSERVED RESULT
The Disks & Devices popup opens, but it's empty.


EXPECTED RESULT
Disks & Devices popup opens but the disk is listed in it.


ADDITIONAL INFORMATION
After step 5, if I restart plasmashell, the disk is shown in the popup when I open it manually.

This is a regression from Plasma 5.

This turns out to be a regression from https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/3416, not something already in master.
